Brent MacLean B.Sc., M.Sc., P. Eng (Founder and CEO of J.B. MacLean Consulting Inc. and Canadian Intelligence Solutions Inc.). He is currently one of Canada's leading network, internet systems and security specialists. He has 24+ years experience in network\security\infrastructure design and troubleshooting. He possesses extensive customer service experience and training. He is a distinguished member of the IEEE. He has successfully completed several intense computer security courses which have kept him current on his computer knowledge in the areas of security and forensics. He has worked extensively (15 years) within the Federal government (Department of National Revenue) and the R.C.M.P. specializing in all areas of computer and network design, training and security. Bill Majcher, Inspector, Royal Canadian Mounted Police (Retired)

Mr. Majcher is a highly accomplished visionary with over 20 years combined experience in public service, international finance, and capital markets. His background includes management, public stewardship, structured finance, emerging markets, product development, strategic planning and risk management.

Mr. Majcher started his career as a Euro-bond trader in London, England, where he was known as one of the youngest Canadian Eurobond traders in the market. He later used this experience during a twenty year career with the Royal Canadian Mounted Police (RCMP), where Mr. Majcher enjoyed remarkable success in covert and public market investigations that often saw him working with law enforcement and securities regulators from around the globe. Pete Ochinko spent over 20 years with the United States Secret Service. Upon his retirement in 2002, Peter accepted a position with Memorial Healthcare System, a six hospital system in south Florida, as Corporate Director of Security. During his tenure as Director, Pete implemented one of the most comprehensive security plans in the hospital industry. As a result of his ground breaking work in the industry, he was awarded the prestigious Lindberg Bell award from the International Association of Hospital Safety and Security for excellence in the field of hospital security.


Pete is now the President of Integrated Access Systems (IAS), a security company specializing in the design and implementation of comprehensive security and training programs for hospitals, schools and large corporations.

Barry Elliott (Identity Theft Specialist (OPP))

Detective Staff Sergeant Barry Elliott has been a member of the Ontario Provincial Police since 1975.

Barry Elliott, is the creator and coordinator of PHONEBUSTERS, a national call center combating telemarketing fraud. In 1993, Barry created a partnership with law enforcement, consumer agencies and business to fight this problem. His plan was to set up a single Canadian location for telemarketing fraud complaints and data that would focus on enforcement and education. In addition to telemarketing fraud PhoneBusters also central sources complaints on West African Fraud letters and Identity Theft.

PHONEBUSTERS also plays a vital role in the collection and dissemination of victim evidence, documentation, statistics and tape recordings to outside investigations.

In 1997, Barry built on PHONEBUSTERS’ phenomenal success by launching SENIORBUSTERS, a group of about 60 volunteers from diverse backgrounds who are making contact with elderly victims from across Canada and the U.S.

In 1993, Barry was the recipient of the Canadian Bankers Law Enforcement Award for exceptional devotion to duty meritorious action in combating bank-related crime.

In 1995, Barry received an honorable mention for the 1995 Herman Goldstein Excellence in Problem Solving Award, for his outstanding work on PHONEBUSTERS, presented by the Police Executive Research Forum in San Diego, California.

Also in 1996, Barry was the recipient of the Amethyst Award for Outstanding Achievement by an Ontario Public Servant. The award recognizes the importance of people in the Ontario Public Service.

In June 1999, the National Association of Consumer Agency Administrators presented Barry with the 1999 Consumer Advocate of the Year Award in Tuscon, Arizona. NACCA is an international association that represents over 160 consumer agencies at all levels of government in the United States and several other countries. This award is given to the person who exemplifies the best in enhancing and promoting consumer interests and fairness in the marketplace.

In May 2005 the IODE presented Barry with the Good Citizen Award for Outstanding Acts of Community Service.

In Oct 2005 Nipissing University Criminal Justice Student Association presented Barry with the Certificate of Honorary Membership.

Barry has been instrumental in educating and raising the public’s awareness of fraudulent telemarketing, which is clearly the most successful and effective long-term strategy in reducing telephone fraud.

The success of PhoneBusters has saved the Canadian public and the Canadian banks millions of dollars in losses and victimization.

The new concept that Barry created in PhoneBusters has been copied in the United States with the creation of a national call center, Consumer Sentinel, lead by the Federal Trade Commission in Washington in 1997.

Barry testified before the Permanent Subcommittee on Investigations at the U.S. Congress in Washington DC on June 14, 2001 on cross border fraud between Canada and the United States. The Chairman Carl Levin and the Ranking Minority Member Susan Collins thanked Barry for providing invaluable insight into this serious problem, as the creator of PhoneBusters. And also greatly appreciated his valuable perspective upon how cross-border law enforcement coordination between our two nations can be improved.

In September of 2004 Barry was the guest of the Office of Fair Trading in the United Kingdom. Barry traveled throughout the United Kingdom giving presentations and media interviews on cross border fraud in the hopes of raising awareness of this very serious problem. John Bradley (Founder and CEO of Digital Investigations Group, Inc.) has been specializing in computer forensics and electronic investigations since 1997. As a former police officer and 17-year veteran of the Durham Regional Police, he implemented the service's first Electronic Crimes Unit in March 2000. As the lead computer forensic investigator for almost six years, John has been involved in major criminal investigations which include but are not limited to homicides, serious sexual assaults, child pornography, major frauds, robberies, theft of and mischief to data, domestic related incidents, and missing persons.

His remarkable ability to communicate complex technical information in a manner that is both professional and easily understood by others earned him a commendation by the Assistant Crown Attorney for his work in Durham Region's first murder by poison (R. vs. Raghunauth). Mark Weaver specializes in financial licensing instruction. He is a corporate training instructor contracted by the Canadian Securities Institute; clients included Scotiabank, TD, BMO Nesbitt Burns, Caldwell Securities, Burgundy Asset Management, Mavrix Mutual Funds, Dynamic Mutual Funds. He was also involved with the Canadian Securities Institute's Global Education Program as an instructor for Guangfa Securities and Shenyin Wanguo Securities (China).

Mark has taught corporate finance, international business, and wealth management at the college level since 1999. He is a partner with Jay Taylor of Taylor Hard Money Advisors Inc. Andy Walker - (Writer / Journalist / IT Educator)

Early in his boyhood, it was science, and more specifically medicine, that fascinated Andy Walker. But it wasn't until he almost failed organic chemistry in high school that he had second thoughts about a career as a doctor. Luckily, his friends recruited him to work on the school newspaper Bandersnatch — named after Lewis Carroll's frumious monster — and it was there, in the paper's basement offices, that his natural curiosity fermented into a career in journalism.

This led to a Journalism degree at Ryerson University in Toronto and into a career in newspapers. His first jobs included stints at the Canadian Press Wire Service and later at the Toronto Sun, a tabloid metro daily. His early career turned when he covered an air show in Toronto. He flew with Canada's Snowbirds on a press flight and a few days later his pilot crashed into the lake in front of thousands. At 22, he wrote a several national exclusives around the story, including the sole interview with the pilot's parents who saw their son perish from the air show stands.

Later, Walker worked for Newsworld and CBC's The National where he experienced the fall of the Berlin Wall from a TV newsroom. He went on to work for Southam Magazine Group, and it was here that he found an interest in electronic publishing long before the mass market Internet. After winning a Southam award for his magazine work, Walker left journalism to explore the film business in Vancouver. He worked as a production assistant, set decorator, and publicist. And he dabbled in screenwriting and walk-on acting. At the same time he returned to journalism working as a general assignment reporter at the Vancouver Province, a daily metro newspaper, where he wrote numerous line cover stories, mostly in the crime and police beats.

It was technology that steered him back to journalism. At the birth of the consumer Internet, he was hired to produce the first Canadian-sponsored content on the on-line service Prodigy. Then in 1995, he became a key player in putting the Southam newspaper chain on the Web. While at Southam New Media he engineered what have become some of the busiest journalism web sites in Canada. He was also a early architect of Canada.com, training the launch team in web technologies and designing and deploying the sites first interactive features.

Walker went on to train at MSNBC in Redmond, WA and then was part of the pioneering team that launched MSN.ca's news service between 1997 and 1999. During this remarkable period of Internet history, Andy leveraged his career as a journalist by writing about technology for the Edmonton Journal newspaper. Subsequently, his column "Cyberwalker", a tech advice column was published across the Southam newspaper chain via the Southam Wire. This became Cyberwalker.com, which 10 years later attracts more than three million unique visitors each year.

During the dotcom boom, he went on to write technology for some of Canada's most prestigious news outlets including the National Post, the Ottawa Citizen and Fast Forward, the Toronto Star's award-winning technology section. His work was syndicated across the North America and around the world and his has been translated into French, Spanish and Italian.

Walker has contributed to the highly acclaimed enRouteIn magazine and to MoneySense, Canada's foremost personal finance magazine. He also appeared on the cover of the Oct 2003 issue. After arriving at La Guardia at 9:02 AM, he reported the breaking story live by phone for Toronto's Citytv and continued coverage by phone over a three-day period.

In 2002, Walker moved to Berkeley, California to work with publishing pioneer David Bunnell, the founder of PC magazine, PC World, and MacWorld to launch Dig_iT magazine.

Computer hacking forensic investigation is the process of detecting hacking attacks and properly extracting evidence to report the crime and conduct audits to prevent future attacks. Computer forensics is simply the application of computer investigation and analysis techniques in the interests of determining potential legal evidence. Computer forensics enables the systematic and careful identification of evidence in computer related crime and abuse cases. This may range from tracing the tracks of a hacker through a client’s systems, to tracing the originator of defamatory emails, to recovering signs of fraud.

The CHFI course will provide participants the necessary skills to identify an intruder’s footprints and to properly gather the necessary evidence to prosecute in the court of law.

PROFESSIONAL COURTESY & TRUST

We chose the term “Trust” in our professional practice carefully because it is the real essence of relationships in the networked world. Security is primarily defensive and looking inward and Control is a process to achieve it. Trust is an on-going interaction that establishes and maintains mutual confidence among many entities. All organizations require security and control, but our philosophy extends beyond that. It can depend on technology and protective mechanisms, but not solely. It involves a high level of professionalism, reputation, contracts, law, openness, familiarity, fair business, ethics, quality, timeliness, and a host of other characteristics that build the foundation for a successful business relationship complimentary to both parties.

Trust is crucial in today’s emerging business environments and the foundation upon which J.B. MacLean Consulting Inc. builds its long-term customer relationships.

1). J.B. MacLean Consulting Inc. strives to achieve the highest quality, effectiveness and dignity in both the processes and products of our professional work.

Excellence is perhaps the most important obligation of a consultant of a company. J.B. MacLean Consulting Inc. professionals consistently strive to achieve quality and to be cognizant of the serious negative consequences that may result from poor quality in a system.

2). Acquire and maintain professional competence

Excellence depends on individuals who take responsibility for acquiring and maintaining professional competence. A professional must participate in setting standards for appropriate levels of competence and strive to achieve those standards. Upgrading technical knowledge and competence can be achieved in several ways.

• Independent study
• Attending seminars, conferences, or courses
• Being involved in professional organizations

3). Know and respect existing laws pertaining to professional work

J.B. MacLean Consulting Inc. technical professionals must obey existing local, state, provincial, national, and international laws. Policies and procedures of the organizations in which one participates must also be obeyed.

4). Accept and provide appropriate professional review

Quality professional work, especially in the information technology profession, depends on professional reviewing and critiquing. Whenever appropriate, individual members should seek and utilize peer review as well as provide critical review of the work of others.

5). Give comprehensive and thorough evaluations of computer systems and their impacts, including analysis of possible risks

J.B. MacLean Consulting Inc. professionals must strive to be perceptive, thorough, and objective when evaluating, recommending, and presenting system descriptions and alternatives J.B. MacLean Consulting Inc. professionals are in a position of special trust, and therefore have a special responsibility to provide objective, credible evaluations to employers, clients, users, and the public. When providing evaluations, the professionals must also identify any relevant conflicts of interest. Any signs of compromise from systems must be reported to those who have opportunity and/or responsibility to resolve them.

6). Honour contracts, agreements, and assigned responsibilities

Honouring one’s commitments is a matter of integrity and honesty. For professionals from J.B. MacLean Consulting Inc., this includes ensuring that system elements perform as intended. Also, when one contracts for work with another party, one has an obligation to keep that party properly informed about progress toward completing that work.

Our professionals have a responsibility to request a change in any assignment that he or she cannot be completed as defined. Only after serious consideration and with full disclosure of risks and concerns to the employer or client, should one accept the assignment. The major underlying principle here is the obligation to accept personal accountability for professional work. On some occasions other ethical principles may take greater priority.

A judgement that a specific assignment should not be performed may not be accepted. Having clearly identified one’s concerns and reasons for that judgement, but failing to procure a change in that assignment, one may yet be obligated, by contract or by law, to proceed as directed. Our corporate ethical judgement should be the final guide in deciding whether or not to proceed. Regardless of the decision, one must accept the responsibility for the consequences. However, performing assignments “against one’s own judgement” does not relieve the professional of responsibility for any negative consequences.

Contractual agreements for sub-contractors have been drafted and will be completed once terms are negotiated and additional security clearances have been finalized.

7). Improve customer understanding of computing and its consequences

Our professionals have a responsibility to share technical knowledge with their valued customers by encouraging understanding of computing, including the impacts of computer systems and their limitations. This imperative implies an obligation to counter any false views related to computing.

8). Access computing and communication resources only when authorized to do so.

Theft or destruction of tangible and electronic property is strictly prohibited. Trespassing and unauthorized use of a computer or communication system is addressed by this professional code of conduct and all applicable laws. Trespassing includes accessing communication networks and computer systems, or accounts and/or files associated with these systems, without explicit authorization to do so. Individuals and organizations have the right to restrict access to their systems. No one should enter or use another’s computer system, software, or data files without permission. One must always have appropriate approval before using system resources, including communication ports, file space, and other system peripherals.
